At the outset, Jt. CGDA (Admin) welcomed all members of the Associations and others present to the 48th Main Meeting. The minutes of the 47th Main Meeting held on 08.09.2015 were confirmed. Thereafter, action taken points of 47th Main Meeting were taken for discussion.
2. Action taken of 47th MM III level of CGDA HQrs. held on 08.09.2015.
(i) Availability of DAD accommodation to be uploaded on CGDA website.
Reply: Type wise accommodation in each station has been uploaded on the CGDA’s website. (Point Dropped)
(ii) Non Graduate MTS having minimum qualification of 12th standard should be allowed to Departmental clerk examination after completion of two years of service.
Reply: MoD(Fin) has asked this office to forward the proposal after notification of corrigendum Recruitment Rules for the post of Auditor, which is under examination with MoD.

(iii) One increment may be allowed to Auditors who have passed SAS Part-I Examination.
Reply: The matter will be taken up with MoD(Fin) after receipt of the reply from all accounting and auditing organizations to whom the matter stands referred.

(iv)(a) One more workshop on JCM matter to be conducted by CGDA office shortly.
(b) Based on the JCM workshop conducted by the CGDA office, all Regional Training Centres of our Department should be directed to hold JCM workshop at the earliest.
Reply: All RTCs are being advised to conduct a workshop on JCM matter in the 1st Qtr of FY 2016-17. The topic of workshop will be in line with the subject covered during the workshop conducted in the HQrs. office in May 2015.

(v) Permanent Identity Card for DAD Employees.
Reply: The matter has been taken up with the Integrated HQrs. MoD(Army). Reply is still awaited. The matter has been further taken up with Colonel KS Grewal, Dir(info opps), ADGPI, Integrated HQrs. of MoD(Army)Demi officially on 04.02.2016.

3. Agenda points discussed in 48th MM
Agenda No.1: Separate review meeting on the transfer policy should be summoned at the earliest.
Reply: Review of Transfer Policy was not agreed to as nothing has been mentioned in OM as well as in minutes regarding review of Transfer Policy before 5 years. The Chair, however, agreed for one or two valid suggestions from staff side which will be considered on merit, if need, by issuing amendment.

Agenda No.2: Clear directive to all PCsDA/CsDA to publish their respective Transfer policy being strictly followed as per HQrs. Norms.
