Dear Sir,
Sub: Grant of Incentive to the Accounts Stock Verifiers posted from the cadre of JAA on passing Appendix-IV A(IREM) Exam-reg.
Ref: (i) NFIR’s PNM Item No. 22/2012.
(ii) NFIR’s letter No. II/70/Part II dated 22/02/2016 & 27/03/2017.
(iii) Railway Board’s letter No. E(P&A)I-2012/FE-4/3 dated 13/12/2017.
Railway Board’s reply vide letter dated 13th December, 2017 is not acceptable as the Board has ignored the merits totally with an intention to deny legitimate entitled. Federation reiterates the following on the subject.
(a) JAAs have been posted as ASVs, GP 4200 (6th CPC) in terms of Railway Board’s decision vide No. 93/AC II/20/22 dated 10/10/1997 (ACS No. 29 IREM Vol. I). No ineligibility condition for payment of incentive was laid down when JAAs are posted as ASV (i.e. lower Grade Pay to higher Grade Pay).
(b) Record note of discussion held on 13/05/2016 (issued under Board’s letter No. E(P&A)I/2012/FE-4-3 dated 08/06/2016) may kindly be perused, wherein, it was agreed to grant special allowance on passing Appendix-IV A (IREM).
(c) Kind attention is also invited to Railway Board’s letter No. E(P&A)I-2012FE-4/3 dated 06/10/2016 addressed to NFIR. In the said letter, it was stated that the matter was referred to Finance (E) Directorate, who have observed that as Allowances (after 6th CPC) are being looked into by a Committee of Secretaries, “we may await their report and Government’s decision thereon”. Board is aware that the Allowances Committee Report has been considered by the Government, consequently this Allowance has been abolished. While taking note of abolition of Allowance, Federation insists that the JAAs should atleast be paid Allowance upto 30th June 2017.
(d) Railway Board’s attention is invited to the “Action Taken Statement” on this PNM subject (22/2012) furnished by the Railway Board in the meeting held on 13/14th November, 2017. It is however disappointing to note that a meeting at the level of FC has not been convened, whereas a negative reply has been sent to the Federation (vide Board’s letter dated 13/12/2017).
NFIR once again reiterates its demand for granting payment of incentive to those JAAs posted as Assistant Stock Verifiers up to 30th June 2017. Alternatively a separate meeting with FC may be convened very soon as this issue is pending in the PNM forum since the last five years.

The undersigned is directed to refer to the Minutes of the PNM separate Meeting on left over items held on 16th Oct., 2017 on the above cited subject and to state that your demand has been examined in this office in consultation with Finance Dte. of Railway
2 As per the existing policy, the benefit of Special Allowance is admissible to only that feeder category of ASVs whose Pay Band and Grade Pay is identical to that of ASV’s. This situation is prevailing only in the case of AAs, as their pay band and GP is same as that of ASV viz. Rs. 9300-34800 + 4200 GP. Since the Pay Band and Grade ray ot junior Accounts Assistants (Rs.5200-20200 + 2800) is lower than that of ASVs (Rs 9300-34800+ 4200) the benefit of Special Allowance cannot be extended to those ASVs who are coming from the category of JAA. In addition, AAs are not entitled for Special Allowance immediately on their posting as Stock Verifiers. It becomes admissible only after they qualify the Appendix IV-A Exam. On the other hand JAAs get monetary benefit immediately on their posting as Stock Verifier as their pay band and grade pay is lower than that of Stock Verifier. Thus the monetary benefit that is accruing to JAAs is more than that of AAs. Moreover, this allowance has been abolished by the 7th CPC. In these circumstances, the Federation’s demand to extend the benefit of Special Allowance to ASVs coming from the feeder category of JAAs at par with AAs is not feasible of acceptance.
