Dear Sir,
Sub: Post retirement complimentary pass entitlement to the widows appointed on compassionate ground-reg.
Representations are being received by the Federation that the widows of late Railway employees appointed on compassionate ground, in number of cases, have not been able to fulfill 20 years service condition for becoming eligible for post-retirement complimentary passes as per extant instructions, consequently they are denied post-retirement complimentary pass facility. In majority cases, the widows of late employees joined Railway service, when they are at the age of 40 years or above. The Railway Board vide RBE No. 152/2019 dated 25/09/2019 laid down the following provision vide para 3 of the said order:-
“Similarly, in the case of deceased lateral entrants, Widow Pass facility, as admissible under the rules, may be extended by the Pass Issuing Authority (PIA) from where the deceased employee retired.”
The Zonal Railways have however taken the stand that one has to fulfill 20 years service condition for entitlement of PRCP. .
Federation however expresses that requests of such widow railway employees who join Railway service deserve to be considered duly giving weight age to the service rendered by their late husbands for the purpose of entitlement of post-retirement complimentary passes. NFIR, therefore, requests the Railway Board to kindly consider the valid point mentioned above and accord approval for granting post¬retirement complimentary passes to the widows. A copy of the instructions issued may be endorsed to the Federation.
