The Secretary (E),
Railway Board,
New Delhi
Dear Sir,
Sub: Reckoning Grade Pay Rs. 4200/Level 6 of 7th CPC Pay Matrix as entry Grade Pay for granting financial upgradation under MACPS to Station Master category in Railways-reg.
Ref: (i)NFIR’s PNM Item No. 15/2017.
(ii) Railway Board’s letter No. PCVII/2016/RSRP/2 dated 02/08/2016 [Annexure-B Note 2/RBE No. 93/2016].
(iii) Railway Board’s letter No. PC-V/2009/ACP/2 dated 10/06/2009.
(iv) NFIR’s letter No. IV/NFIR/MACPS/2009/Part 11 dated 28/08/2017 & 04/01/2018.
(v) NFIR’s letter No. IV/MACPS/09/Part 11 dated 29/01/2018.
(vi) NFIR’s letter No. IV/MACPS/09/2019 dated 09/04/2019.
(vii) Railway Board’s letter No. PC-V/2018/MSCPS/1(SM) dated 25/02/2020 (RBE No. 26/2020).
NFIR draws the attention of the Railway Board to Para 2 of order dated 25/02/2020 (RBE 26/2020), wherein it has been stipulated that the benefit of MACPS ignoring promotion of Station Masters from GP 2800/Level-5 to GP 4200/Level-6 shall be effective from 16/02/2018. Federation contends that this stipulation is not acceptable as the posts of ASM GP 2800/Pay Level-5 were upgraded to Station Master GP 4200/Level-6 w.e.f. 01/01/2016, therefore, the decision of Railway Board should be made applicable from 01/01/2016 for granting benefit of MACPS ignoring promotion. Incidentally, it is mentioned that the Federation vide its letter dated 28/08/2017 and Agenda Item No. 15/2017 clearly explained the case for granting MACPS benefit to this category ignoring promotion from GP 2800 to 4200 w.e.f. January 1, 2016.
NFIR, therefore, urges upon the Railway Board to kindly review the instructions contained in RBE No. 26/2020 dated 25/02/2020, extending the benefit to Station Master’s category under MACPS with effect from 01/01/2016. Copy of the modified instructions issued may be endorsed to the Federation.
Yours faithfully
(Dr. M. Raghavaiah)
General Secretary
