CLARIFICATION REGARDING OLD PENSION SCHEME
1710. SHRI NEERAJ SHEKHAR, SHRI RAVI PRAKASH VERMA: Will the PRIME MINISTER be pleased to state:
(a) whether Government has issued orders dated 17th February, 2020 regarding reversion of officials of Central Government under NPS to Old Pension Scheme whose selection for appointment/ results were finalized before 1st January, 2004 but they joined after 1st January, 2004;
(b) if so, the details thereof;
(c) whether Government would revise the orders and date of advertisement/last date of application would be considered instead of finalization of appointments as administrative delay occurs in holding exams and declaring results;
(d) if so, the details thereof; and
(e) if not, the reasons therefor?
ANSWER
MINISTER OF STATE IN THE MINISTRY OF PERSONNEL, PUBLIC GRIEVANCES AND PENSIONS AND MINISTER OF STATE IN THE PRIME MINISTER’S OFFICE (DR. JITENDRA SINGH)
(a) to (e): An Office Memorandum No. 57/04/2019-P&PW(B) dated 17th February, 2020 has been issued by Department of Pension and Pensioners’ Welfare providing that in all cases where the results for recruitment were declared before 01.01.2004 against vacancies occurring on or before 31.12.2003, the candidates declared successful for recruitment shall be eligible for coverage under the Central Civil Services (Pension) Rules, 1972. Accordingly, such Government servants who were declared successful for recruitment in the results declared on or before 31.12.2003 against vacancies occurring before 01.01.2004 and covered under the National Pension System on joining service on or after 01.01.2004, may be given a one – time option to be covered under the Central Civil Services (Pension) Rules, 1972.
There is no proposal to revise the orders issued vide aforesaid Office Memorandum dated 17.02.2020.
