Sub: Selection for promotion to the posts of Chief Office Superintendent and non-selection process for filling vacancies of Office Superintendent in Security Department on Zonal Railways – Railway Board’s Security Directorate’s decision to nominate PCSC, RPF as Nodal Officer-reg.
Ref: Railway Board’s Security Directorate letter No.2020/Sec(E)/PM-3/3 dated 5th June, 2020.
NFIR brings to the notice of Railway Board that the Ministerial staff working in Security Department are not part of RPF Personnel, as they are governed by Railway Establishment rules and IREM provisions. Sadly, the Security Directorate of Railway Board vide letter dated 5th June, 2020 has nominated PCSC, RPF as Nodal Officer for nominating Zonal DPCs for selection for promotion to the post of Chief OS and non-selection for filling OS vacancies.
The action of Railway Board’s Security Directorate is blatant violation of extant policy. The Ministerial staff are ineligible for promotion in RPF cadre as their career advancement as per rules is in ministerial cadre and further to the post of APO through selection by the respective Zonal Railways.
The vacancies of Chief OS and OS in the Security Department are required to be filled by the respective Zonal Railways and not by Security Department. Already, a proposal is under consideration at Railway Board level to repatriate the Ministerial staff working in the Security Department to other departments on the basis of their option/request to facilitate Security Department to induct force personnel to man the ministerial posts also. While this is so, nominating PCSC as a Nodal Officer for constituting DPC seems to be improper. The Ministerial staff of Security Department, Northern Railway have since sent signed representation to DG/RPF, requesting to withdraw letter dated 05/06/2020.
NFIR requests DG/HR to kindly intervene and see that Security Directorate’s letter dated 5th June, 2020 is withdrawn to enable the Zonal Railway (Personnel Department) to continue to follow the extant policy of filling the vacancies of Chief OS and Office Superintendent through selection or non-selection as the case may be.
