Quota for EWS in non-Government and Government Higher Education

Will the Minister of Education be pleased to state:-
(a) Whether 10 per cent quota for Economically Weaker Section (EWS) in both 20 non-government and government higher education institutions shall be implemented from the next academic session;
(b) Whether most of the Central Universities are facing problems like lack of space and shortage of employees;
(c) If so, the details of the measures taken in this regard before increasing the number of seats in these Universities;
(d) Whether the existing infrastructure facilities in these institutions are sufficient to meet the said purposes;
(e) The total number of Colleges and Universities in which the said quota would be implemented and the names of the institutions selected in Delhi and Uttar Pradesh for the same?

ANSWER

(a) to (d): The Government has passed One Hundred and Third Amendment in the Constitution of India regarding implementation of 10% reservation for Economically Weaker Sections (EWSs) for admission in Central Education Institutions. Further to this, University Grants Commission (UGC) issued instructions to all Central Universities and Colleges there under and the Institutions Deemed to be Universities whose maintenance expenditure is met by the UGC for implementation and compliance of reservation for the Economically Weaker Sections (EWSs) for admission in Central Educational Institutions from the academic year 2019-20 onwards.
Accordingly, for implementation of EWSs reservation, the Government of India/Ministry of Education allocated an amount of Rs.1436.73 crore [OH-31 (Recurring) Rs.230.30 crore, OH-35 (Capital) Rs.957.48 crore and OH-36 (Salary) Rs.248.95 crore] for the financial year 2019-20 and 2020-21 for Central Universities and its eligible affiliated Colleges. UGC has also conveyed the additional allocation as allocated by the Ministry of Education and released the grants of Rs.152.64 Crores [Rs.76.38 Crores under Recurring-31 & Rs.76.26 Crores under Salary-36 received from the Ministry of Education to the concerned Central Universities for creation of infrastructure to implement EWS reservation.
(e): There is provision to implement the above mentioned quota in all the Central Universities and their affiliated eligible colleges which are funded by this Ministry. The total number of Colleges and Universities in which the said quota has been implemented.
