Union Finance Minister Nirmala Sitharaman during her budget speech for the financial year 2023-24, focused on the education sector and announced a host of important measures for the sector.
The Finance Minister said that the Centre will recruit 38,000 teachers and support staff for the 740 model Eklavya Model Residential Schools serving 3.4 lakh tribal students.
EMRS started in the year 1997-98 to impart quality education to ST children in remote areas in order to enable them to avail of opportunities in high and professional educational courses and get employment in various sectors. The schools focus not only on academic education but on the all-round development of the students. Each school has a capacity of 480 students, catering to students from Class VI to XII. Hitherto, grants were given for construction of schools and recurring expenses to the State Governments under Grants under Article 275 (1) of the Constitution.
In order to give further impetus to EMRS, it has been decided that by the year 2022, every block with more than 50% ST population and at least 20,000 tribal persons, will have an EMRS. Eklavya schools will be on par with Navodaya Vidyalaya and will have special facilities for preserving local art and culture besides providing training in sports and skill development. Across the country, as per census 2011 figures, there are 564 such sub-districts out of which there is an EMRS in 102 sub-districts. Thus, 462 new schools have to be opened by the year 2022.
We present a comprehensive list of Eklavya Model Residential Schools (EMRS) in India. These schools were established by the Government of India with the aim of providing quality education to the tribal children in remote areas. EMRSs are fully funded by the Ministry of Tribal Affairs and are affiliated with the Central Board of Secondary Education (CBSE).
Currently, there are 401 EMRSs operational in India, with at least one school in each tribal-dominated district. These schools have a capacity of 113275 students and offer education from class VI to XII. The curriculum is designed to provide a strong foundation in academics, as well as vocational skills. The medium of instruction is bilingual, with the primary language being the mother tongue of the students.
EMRSs have a unique admission process, which is based on merit and is free of cost. The students are selected through a national-level entrance examination, which is conducted by the National Testing Agency (NTA). The examination is designed to test the aptitude and knowledge of the students in subjects like English, Mathematics, and Science. EMRSs are an important initiative by the Government of India to provide quality education to the tribal children in remote areas. These schools have been successful in bridging the gap between the urban and rural education system.

The Ministry of Tribal Affairs has Sanctioned 690 EMRS, out of which 401 have been made functional while the rest are at different stages of completion. The details of these 401 functional EMRS has been given below.

Eklavya Model Residential School Admission Procedure:
Admission to Eklavya Model Residential School, Nichar is made through district level competitive examination and the tribal children of Kinnaur are admitted at class VI level. All the children who have studied in and passed Class V from any recognized school and are bonafide residents of Kinnaur district between 9 to 11 years of age are eligible to appear EMRS “Entrance-Test” for class VI.
As per the Scheme, a maximum of 60 students can be admitted in class VI per year in EMRS. However, in view of shortage of the accommodation, it is restricted to 30 only. Education in Eklavya Model Residential School is free of cost. So far only one Eklavya Model Residential School is in operation covering Kinnaur District of Himachal Pradesh.
Admissions to Eklavya Model Residential School, Nichar take place on the basis of a selection test designed and conducted by the Management of School. The test, called the EMRS “Entrance-Test” for class 6th is of nonverbal nature, class neutral and so designed as to ensure that talented children from the rural and tribal areas are able to compete without facing any disadvantages.
Because of the poor communication facilities in tribal areas special care is taken to ensure that children from far flung rural areas get admission forms without any problem. Sufficient publicity is done to the local schools and villages of the district. As a result rural areas are becoming aware of the unique residential system under the EKLAVYA Scheme.
To appear in the Entrance Test, a candidate must have to fulfill the following eligibility Conditions:
- A candidate appearing for the Selection Test must be studying in Class V in a Government/Government-Aided or other recognized school in the just preceding academic session for which Entrance Test is conducted. Actual admission in Class VI in the session is, however, subject to the condition of having passed Class V before admission.
- A candidate seeking admission must be between the age group 9-11 years on 1st May of the year of admission for which the Entrance Test is conducted.
- A candidate claiming admission must have studied and passed class III, IV & V from Government/Government Aided/ recognized schools in the preceding three continuous academic sessions for which the Entrance Test is conducted spending one full academic session in each class without any repetition of class, gap and/or break in.
- No candidate is allowed to appear in the selection test, for the second time under any circumstances, if does so, on individual or parents risk, legal action will be initiated.

(a) The scheme formulated by the Government for expansion of Eklavya Model Residential School Scheme in rural areas during the year 2020-2021
(b) Whether it is proposed to set up Eklavya Model Residential Schools (EMRS) throughout the country;
(c) If so, the details thereof; and
(d) The Budget allocated for the said scheme along with the State-wise details thereof?
ANSWER
(a) to (d) Eklavya Model Residential School (EMRS) was introduced in the year 1997-98 to provide quality upper primary, secondary and senior secondary level education to Scheduled Tribes (ST) students in remote areas to enable them to access the best opportunities in education and to bring them at par with the general population. Initially, it was funded under Grants under Article 275(1) of the Constitution of India. As per budget announcement 2018-19, every block having 50% or more ST population and at least 20,000 ST persons is to have an EMRS by the year 2022. In terms of the aforesaid budget announcement, Cabinet Committee on Economic Affairs (CCEA) approved the revamping of the EMRS Scheme. As on 10.09.2020, there are 566 sanctioned schools across the country out of which 285 schools have been made functional. As per Government’s decision, 174 more new EMRSs will be sanctioned upto the year 2022. The approved construction grant for EMRSs is Rs. 20.00 crore per school with an additional 20% for the schools in North East, hilly areas, difficult areas and areas affected by Left Wing Extremism and recurring grant in case of EMRS and EMDBS (Eklavya Model Day Boarding School) is respectively Rs.1.09 lakhs and Rs. 0.85 lakhs per student per annum. Total Budget allocation under the scheme of EMRS during the current year, i.e. 2020-21, is Rs. 1313.23 crore. State-wise allocation is determined based on the actual requirement of basic facilities, upgradation, number of enrolment of students etc.
