CIRCULAR
Sub: Provision for pay revision fixation of employees on deputation during 7/2019 to 2/2021 in SPARK – Instructions – reg.
Ref: Circular No.42/2021(2)/Fin dated 30.04.2021
As per the circular referred above, detailed instructions to be followed by DDOs (Drawing & Disbursing Officers) in the case of drawal of 11th Pay Revision arrears of employees who were on deputation to non spark offices during 7/2019 to 2/2021, were issued.
Based on the same, the provision for revising pay and drawing the arrears (if eligible to draw in cash as per the existing orders) in the case of employees on deputation to non spark office during 7/2019 to 2/2021 is now enabled in SPARK and DDOs can utilize the facility, after updating the monthly drawn details of the employee under manually drawn option in SPARK. On successful updation of the manually drawn details, the pay revision of such employees as per G.O(P) No.27/2021/Fin dated 10.02.2021 can be done after ensuring the compliance of the procedure mentioned in the circular referred above. In the case of Gazetted employees, updation of AG slip is also to be ensured for pay revision updation.
DDOs are instructed to be very cautious while updating the manually drawn details in SPARK as incorrect/duplicate entries may lead to erroneous bill generation, leading to excess payment in the form of DA arrears (which is to be drawn and credited by the foreign employer in the case employees on deputation during 7/2019 to 2/2021) etc.
Any laxity in observing these instructions will be held as personal responsibility of the DDO concerned and stringent action will be initiated.
