Procedure for Children Education Allowance
Children Education Allowance is one of the greatest and valuable concession for Central Government employees implemented as per the recommendations of 6th pay commission with effect from 1.9.2008. This allowance is paid for taking more care on education of children. CEA and HS will be paid for school going children from nursery to 12th class. The amount of CEA and HS will be double for differently-abled children.

The revised rates of Children Education Allowance and Hostel Subsidy as per 7th CPC is given below..
Children Education Allowance
- 1st child – Monthly Rs. 2,250
- 1st child – Yearly Rs. 27,000
- 2nd child – Monthly Rs. 2,250
- 2nd child – Yearly Rs. 27,000
Hostel Subsidy
- 1st child – Monthly Rs. 6,750
- 1st child – Yearly Rs. 81,000
- 2nd child – Monthly Rs. 6,750
- 2nd child – Yearly Rs. 81,000
The rates of Children Education Allowance and Hostel Subsidy shall increase by 25% whenever the DA increases by 50%

Reimbursement of CEA for Divyang Children of Central Govt Employees
The reimbursement of Children Education Allowance (CEA) for Divyang children of government employees shall be payable at double the normal rates of CEA. i.e. Rs. 4500/- per month. The Hostel subsidy and CEA can be claimed concurrently. The reimbursement of CEA and Hostel subsidy will be done just once in a financial year after completion of financial year. CEA Reimbursement Procedure
Children Education Allowance Scheme is a reimbursement scheme. Reimbursement should be done just once a year, after completion of the academic year. The maximum reimbursement amount of CEA is now Rs. 27000 per year per child and the maximum reimbursement amount of HS is now Rs. 81000 per year per child.
7th CPC simplified the procedure for reimbursement. No need to submit bills, receipts, vouchers, and invoices for reimbursement. Bonafide certificate of children from the head of the institution is enough for reimbursement.
Model Format of Bonafide Certificate
The reimbursement application shall contain a bonafide certificate from the school to ensure that the child has studied in the previous academic year and also mention the amount of expenditure incurred.
For Hostel Subsidy, the same bonafide certificate should mention the amount of expenditure incurred by the Government employees towards lodging and boarding in the residential complex

What is children education allowance?
The Children Education Allowance (CEA) is paid to the government employees in India for the schooling and hostel facilities offered to their children. The amount provided under CEA for a differently abled child is double that offered to a normal child.
What are the reimbursement amount for CEA and hostel Subsidy?
The amount for reimbursement of Children Education allowance will be Rs.2250/per month (fixed) per child. The amount of ceiling of hostel subsidy is Rs.6750/- pm. The reimbursement of Children Education Allowance for Divyaang children of government employees shall be payable at double the normal rates of CEA prescribed above in clause (b) i.e. Rs.4500/- per month (fixed)
What is the Eligibility for child education allowance?
The upper age limit for Divyaang children has been set at 22 years. In the case of other children the age limit will be 20 years or till the time of passing 12th class whichever is earlier. There shall be no minimum age.
How to claim child education allowance?
In order to claim reimbursement of CEA, the Govt. servant should produce a certificate issued by the Head of the Institution for the period / year for which claim has been preferred. The certificate should confirm that the child studied in the school during the previous academic year.
