Subject: Uniform procedure in recruitment of meritorious sportspersons- In DOP.
My federation would like to draw the following issues which are required in reformations in recruitment of sportspersons in DOP and need of the day is to formulate a uniform recruitment policy in all the circles. This reformation is overdue and it is required to render justice to the sportspersons of 13 sports disciplines of the department.
1. The Department of Personnel and Administrative Reforms (Department of Personnel and Training) Office Memorandum No.14015/1/76-Estt(D) dated August 4,1980, and as amended from time to time, no doubt has put in place a fool-proof guideline for recruitment of meritorious sportsperson in the country.
2. The DOP conducts Alllndia events in 13 sports disciplinesnamely, Chess, Carrom, Athletics & Cycling, Table Tennis, Football, cricket, Wrestling, Basket-ball, Kabbadi, Volley ball, Hockey, Weightlifting/power lifting/Best Physique & Badminton. Whereas the DOP placed it on record 43 sportsdisciplines from which recruitment is done. These disciplines have been approved by Youth affairs.
a. Recently in Tamilnadu circle a recruitment drive for a huge vacancy including backlog vacancy, applications were invited from among the 43 sports disciplines in open market.
b. No vacancies were earmarked for 13 sports disciplines that which are the events conducted by the DOP. Instead all 43 disciplines were equally eligible this goes against the interest of the disciplines of the DOP. The competitors of the unknown disciplines are being recruited which is surely an injustice caused to DOP disciples’ competitors.
c. For example, in case Atya-patya, tennikoit etc. these sports are not so much familiar andthere is less competition. In these fieldsthere is possibility of more sports persons securing national and international participation/merit certificate. Hence these sports persons alone would get more chance in the recruitment drive, and other competitive sportsperson like cricket, kabbadi, Volley Ball athletics, Chess, Carom etc., would not get more possible chance as the competition level is more and they cannot have international participation certificates.
d. Hence calling for open recruitment not earmarking vacancies is also dangerous as some of the lesser famous sports-discipline may get major junk of form-1, II, III & IV as needed in OM ibid, also through backdoor entry. For example, in a small UT like Pondicherry there is a view in public domain that sports-participation in national and international level no-proper selection conducted. Wherein in such places money power and muscle power may play a pivotal role, that too easily in lesser competitive events.
3. Recently Postal circles like Gujarat recruitment process of meritorious sports persons confined to only 13 disciplines, that too partially earmarking vacancy as per the requirement of a team composition in the circle. This method followed paved impartial treatment of the sports persons.
4. Whereas in Tamilnadu circle recruitment process initiated for 43 disciplines with no vacancy earmarked to any sports discipline also paves away for injustice. Hence uniformity in recruitment process all over India in DOP is the need of the hour.
Our suggestion to make the process of recruitment of meritorious sports person:-
1. Office Memorandum No.14015/1/76-Estt(D) dated August 4, 1980, and as amended from time to time, no-doubt a fool-proof guideline for recruitment of meritorious sportsperson in the country, needs no-change.
2. It should be decided by the DOP whether it is going to recruit for 13, All India postal competition-discipline-sports or 43 sports discipline approved by youth affairs. Uniform instructions to be issued to all the circles to follow scrupulously without any deviation.
3. From the total vacancies, number of vacancies should be earmarked for each discipline to be recruited, fair chance for all the sports-discipline given. Earmarking of vacancies should be prudently done as per the existing volume of more pool of players available/familiarity of sports etc., clear cut criteria should be evolved.
4. When the vacancies are very less then it may be restricted to some major sports events, prudently distributed and priority fixed. In case the vacancies higher less ratio of vacancies earmarked for less-familiar discipline of sports compared to bigger sporting event.
5. For example; it is suggested we may perhaps allot fifty percent of the vacancies to the 13 major sporting events hosted by the postal sports board and fifty percent for the remaining sporting events, by evolving some ratio or priority. Those left-out lesser familiar disciplinesor lesser pool of players may be accommodated in the future vacancy too, in a cyclic manner, hence a frame work needed.
My federation record appreciation for DOP, being the highest recruiter of sports-persons in the country today, securing life and livelihood of sport spersons. Whereas the present sports recruitment-process differs from Circle to Circle, which is constitutionally not correct, happening for a long time needre orientation and correction. A sports committee may be formed at Circle-level, and directorate may give final approval to sports- recruitment-breakup-vacancy, before issuing notification of vacancies by the respective Circles or as deem fit for justification. My federation believes the reformation on the subject is imperative to secure and to give fair chance for all the meritorious sports-persons, besides to free the DOP from the clutches of huge expenditure on legal implications.
