Sub: System improvement regarding selection for apprenticeship training under the Apprentices Act, 1961-reg.
Ref: Railway Board’s letter No. E(MPP)/2009/6/14 dated 06/10/2015.
Federations desire to invite kind attention of the Board (MS) to the Railway Board’s letter No. E(MPP)/2009/6/14 dated 30/06/2015 addressed to General Secretaries of both the Federations wherein comments of the. Staff Side were sought on the draft instructions to be issued on the subject. Responding to Board’s proposal, the Federations gave following suggestions.-
• The existing system of selection of candidates for undergoing Apprenticeship need not be changed.
• The selection for training as apprentices should be from following sources duly following Government of India’s Rules for reservation and age relaxation for various communities/categories as revised by the Railway Board’ from time to time:-
(a) Nearest employment exchanges,
(b) SC/ST & OBC Organizations,
(c) Recognized Unions/Associations,
(d) Wards of Railway employees,
• The job of selection of candidates could be left for the concerned Divisions/Workshops to process and form lists according to merit among the eligible candidates.
• Para B (item to xvii) selection procedure has never been laid down in the past.
Federations are disappointed to mention that while the Railway Board did not consider any suggestion to be incorporated in the circular, at the same time the Board arbitrarily issued instructions to the GMs of Zonal Railways and PUs under letter dated 06/10/2015 (RBE No. 120/2015) maintaining the same circular without bothering to discuss with the Federations.
We therefore, urge upon the Railway Board (MS) to issue instructions to keep the Board’s circular dated 06/10/2015 in abeyance and hold discussions with us on a mutually agreed date.
