7th CPC Children Education Allowance : One of the most anticipated hike in this allowance by Central Government employees, but 7th Pay Commission has recommended the allowance would continue as CEA Rs.2250 pm per child and Hostel subsidy Rs.6750 pm per child. And the allowance will continue to be double for differently abled children. And the commission has strongly object to extend the allowance beyond Class XII.

Reimbursement of Children Education Allowance and Hostel Subsidy in accordance with New Education Policy 2020
Reimbursement of Children Education Allowance and Hostel Subsidy in accordance with New Education Policy 2020 – On 14.3.2024, the Department of Personnel and Training has issued an order to Reimbursement of the CEA/Hostel Subsidy for children as per the new education policy 2020. The order will come into effect from the academic year 2023-24. Government employees are submitting their Children Education Allowance claims for reimbursement to this Department instead of submitting to their respective Office / Departments. In each case, Children Education Allowance and Hostel Subsidy claims shall be submitted at the office / Department where the employee is serving or last served in case of unfortunate event of demise of Government employee as per provision of O.M. The commission also recommended that the simplification of procedure for reimbursement. For CEA, a certificate from the head of institution where the ward of government employee studies should be sufficient for this purpose. The certificate should confirm that the child studied in the school during the previous academic year
Children Education Allowance : The Children Education allowance was introduced w.e.f. 1-9-2008 on the basis of the recommendation of 6th CPC. In the background of escalation of school fees, and other expenses connected with education of Children, the present scheme has been a big relief for the Government employees. Presently the allowance is admissible for two children, for studying in a recognised school upto XII standard. The maximum ceiling is stipulated at Rs.18000/- since this allowance had been hiked by 50% because of the DA component in salary having been crossed 100% on 1.1.2014. We suggest doubling of this allowance and increasing the same by 50% whenever the DA crosses over by 50%.
The CEA and Hostel Subsidy is admissible in respect of children studying from two classes before class one to 12th standard and also for the initial two years of a diploma/certificate course from Polytechnic/ ITI/ Engineering College, if the child pursues the course after passing 10th standard and the Government servant has not been granted CEA/ Hostel Subsidy in respect of the child for studies in 11th and 12th standards.

The insistence of receipt for each and every expense to claim the allowance is a cumbersome procedure, which serves no purpose at all. In order to avoid a probable misuse, the employer may be asked to produce an affidavit to the effect this child/ children were bonafide student of the school. The production of receipt may be dispensed with.
We also suggest that the scheme may be extended to cover children studying for Graduate/ Post Graduate and Professional courses. This suggestion is being made in view of the huge expenses involved for the children’s higher studies, especially in the background of the Government with from “higher education sector and allowing private institutions to come up and extract exorbitant changes for courses. Since the quantum of allowance is fixed with a ceiling on maximum, our suggestion increase the coverage.
Child Education Allowance Rules for Central Govt Employees
The reimbursement of Children Education Allowance/Hostel subsidy can be claimed only for the two eldest surviving children with the exception that in case the second child birth results in twins/multiple birth. In case of failure of sterilization operation, the CEA/Hostel Subsidy would be admissible in respect of children born out of the first instance of such failure beyond the usual two children norm.
The amount for reimbursement of Children Education allowance will be Rs.2250/per month (fixed) per child. This amount of Rs.2250/- is fixed irrespective of the actual expenses incurred by the Govt. Servant. In order to claim reimbursement of CEA, the Govt. servant should produce a certificate issued by the Head of the Institution for the period/year for which claim has been preferred. The certificate should confirm that the child studied in the school during the previous academic year. In case such certificate can not be obtained, self- attested copy of the report card or self attested fee receipt(s){including e-receipt(s)} confirming/indicating that the fee deposited for the entire academic year can be produced as a supporting document to claim CEA. The period/year means academic year i.e. twelve months of complete academic session.
Child Education Allowance Eligibility Age Limit
The eligibility age limit for Child Education Allowance reimbursement does not have a minimum age requirement for children enrolled in nursery classes. However, there used to be a minimum age limit of 5 years for physically challenged children undergoing non-formal/vocational education. This rule was removed on February 21st, 2012. Therefore, there is no minimum age limit for reimbursement, regardless of whether the child is physically challenged or not. The maximum age limit for a normal child is 20 years and 22 years for physically challenged children. Reference can be found in O.M. No.12011/07(ii)/2011-Estt.(AL) dated 21.02.2012.
Upper Age Limit for Children Education Allowance
The upper age limit for Divyaang children has been set at 22 years. In the case of other children the age limit will be 20 years or till the time of passing 12th class whichever is earlier. There shall be no minimum age.
In case of a Divyaang child studying in an institution i.e. aided or approved by the Central/State Govt. or UT Administration or whose fees are approved by any of these authorities, the Children Education Allowance paid by the Govt. servant shall be reimbursed irrespective of whether the institution is ‘recognized’ or not. In such cases, the benefits will be admissible till the child attains the age of 22 years.

Eligiblity for Child Education Allowance
The CEA is payable for the children of all Central Government employees including citizens of Nepal and Bhutan, who are employees of Government of India, and whose children are studying in the native place. However, a certificate may be obtained from the concerned Indian Mission that the school is recognized by the educational authority having jurisdiction over the area where the institution is situated. The Children Education Allowance or hostel subsidy shall be admissible to a Govt. servant while he/she is on duty or is under suspension or is on leave (including extra ordinary leave). Provided that during any period which is treated as ‘dies non’ the Govt. servant shall not be eligible for the CEA/Hostel subsidy for that period.
Hostel Subsidy Allowance Eligibility
Hostel subsidy is applicable only in respect of the child studying in a residential educational institution located at least 50 kilometers from the residence of the Government servant.
Reimbursement of CEA and Hostel Subsidy

Reimbursement of CEA and Hostel Subsidy shall be applicable for children from class nursery to twelfth, including classes eleventh and twelfth held by Junior Colleges or schools affiliated to Universities or Boards of Education. CEA and Hostel Subsidy can be claimed concurrently
The reimbursement of Children Education Allowance and Hostel Subsidy shall have no nexus with the performance of the child in his class. In other words, even if a child fails in a particular class, the reimbursement of Children Education Allowance/ Hostel Subsidy shall not be stopped. However, if the child is admitted in the same class in another school, although the child has passed out of the same class in previous school or in the mid-session, CEA shall not be reimbursable.
Children Education Allowance and Hostel Subsidy Amount
- Amount of Reimbursement of Children Education Allowance is Rs. 2,250/- per month (Fixed) (Rs.27,000 per year)
- Amount of Reimbursement of Boarding or lodging Expenditure or Rs. 6,750/- whichever is lower (Rs.81,000 per year)
- Amount of Reimbursement of Children Education Allowance for Divyaang is Rs. 4,500 for month (Fixed) (Rs.54,000 per year)
- Amount of Reimbursement of Hostel Subsidy for Divyaang is Rs. 6,750/- whichever is lower (Rs.81,000 per year)
7th CPC Recommendations and Government Decisions
- The revised rates and procedures are applicable with effect from 1.7.2017.
- The amount of CEA fixed per child Rs. 2250 per month.
- The amount of HS fixed per child Rs. 6750 per month.
- Both are Government servants, only one of them can avail reimbursement.
- The rates automatically raised by 25% every time the Dearness Allowance (DA) reaches 50%.
- CEA & HS is doubled for differently-abled children.
- Reimbursement allowed only after the completion of the Financial Year.
- A bonafide certificate from school studied during the previous academic year for CEA.
- A bonafide certificate with detailed expenditure for lodging and boarding for HS.
- CEA and HS Scheme is also applicable for Railway Employees.
- CEA is applicable for children from class nursery to twelfth, including classes 11th and 12th held by Junior Colleges or schools affiliated to Universities or Boards of Education.
- CEA can be claimed only for the two eldest surviving children with the exception that in case the second childbirth results in twins/multiple births.
- The residential educational institution located at least 50 kilometers from the residence of the Government servant.
- The annual amount of CEA for the academic year 2017-18 will be Rs. 24,750 and Hostel Subsidy will be Rs. 74,250.

Guidelines for Submission of Children Education Allowance Claim
The reimbursement of Children Education Allowance (CEA) for Divyang children is governed by the following rules:
- The reimbursement is payable at double the normal rates of CEA, which is Rs. 4500/- per month (fixed).
- The child must be certified as Divyang by a competent authority.
- The child must be unable to attend school physically.
- The child must be receiving education/special education at residence.
- The government servant must submit a self-certification and payment receipts to the employer.
The reimbursement is subject to the following conditions:
- The child must be studying in a recognized and affiliated school/college.
- The child must be a dependent of the government servant.
- The government servant must be in service at the time of making the claim.
The following documents are required to claim the reimbursement:
- Self-certification by the government servant.
- Payment receipts for the education/special education.
- Certificate of disability from a competent authority.
- Proof of enrollment in a recognized and affiliated school/college.
The reimbursement claim can be submitted to the employer in the prescribed form. The employer will then forward the claim to the concerned department for processing.
