The Jammu and Kashmir government has announced the Dearness Allowance (Existing Rate of DA 17% to Revised Rate of DA 28%) for all government employees and pensioners has been increased from July 2021. Consequent upon implementation of 7 Pay Commission Recommendations in favour of All India Service Officers, serving in connection with affairs of the UT of J&K, the rate of Dearness Allowance as applicable to Central Government Employees shall be applicable to such Officers.

In continuation to Government Order No 456-F of 2019 dated 24-10-2019, it is hereby ordered that Government employees working in regular pay levels under 7th Pay Commission recommendations, shall be paid Dearness Allowance as under:-

i) The term ‘Basic Pay’ in the revised pay structure means the pay drawn in the prescribed Level in the Pay Matrix as per 7 Pay Commission recommendations, but does not include any other type of pay like Special Pay etc.
ii) The increase subsumes the additional installments arising on 01.01.2020, 01.07.2020 and 01.01.2021.The rate of Dearness Allowance for the period from 01.01.2020 till 30.06.2021 shall remain at 17%.
iii) Consequent upon implementation of 7 Pay Commission Recommendations in favour of All India Service Officers, serving in connection with affairs of the UT of J&K, the rate of Dearness Allowance as applicable to Central Government Employees shall be applicable to such Officers.

iv) The payment of Dearness Allowance involving a fraction of 50 paisa and above shall be rounded to the next higher rupee and the fraction of less than 50 paisa shall be ignored.
