Greetings on behalf of AIBOC-AIBOA-INBOC-NOBO, the four officers’ organisations representing the entire officers’ fraternity in banking sector in India.
2. You are aware that the 11th Bipartite Settlement for employees and the 8th Joint Note on Officer’s Salary Revision were concluded on 11.11.2020 and your good office had released salary and allowances in two parts, Part-I and Part-II. Incidentally, Part-I comprised of salary and allowances while Part II included other benefits. The RRBs were directed to release salary and allowances under Part-I after formal approval of the concerned Boards of Directors. As regards other benefits included in Part II, the RRBs were directed to seek approval of the Sponsor Banks before finalization and release by the sponsor banks.

3. While your good office had sent an advisory to all RRBs to release payment in the nature of Ad-hoc salary comprising the existing Basic and DA elements, within the 20 days of implementation of revised Salary and Allowances in the Public Sector Banks but till date the same has not been implemented in any RRB. This has created widespread resentment across all RRB employees and officers, who have been in the forefront with all PSBs in implementing all schemes of the government and ushering in perceptible development in rural areas. The involvement, devotion and dedication of the RRB staff to the cause of Rural Development has earned laurels and plaudits across the country. We denounce the step-motherly treatment being meted to the RRB fraternity.

4. We, therefore, urge upon your good office to impress upon the authorities in the light of the pronouncement of National Industrial Tribunal and Hon’ble Supreme Court (1991 & 2001) regarding simultaneous Salary Revision of RRB Employees and Officers consequent upon conclusion of Bipartite Settlement and Officer’s Salary Revision in the Public Sector Banks and to issue a peremptory direction to the RRBs so that Salary revision is implemented in the RRBs.
