No. I/15/Part III
Dated: 20/12/2017
The Secretary (E),
Railway Board,
New Delhi
Dear Sir,
Sub: Reckoning of service for entitlement of Post Retirement Complimentary Passes-reg.
Ref: (i) NFIR’s PNM Item No. 06/2016.
(ii) Railway Board’s No. E(W)2006/PS5-1/28 dated 18/04/2007 (RBE No. 61/2007).
(iii) Railway Board’s No. E(W)2006/PS5-1/28 dated 08/05/2008 (RBE No. 65/2008).
(iv) NFIR’s letter No. I/15/Part III dated 28/09/2015.
Federation invites attention of the Railway Board to the instructions issued vide letter dated 18/04/2007 (RBE No. 61/2007) which stipulate that those railway employees, who have joined Railways after serving in the Defence and other Central Government Organizations, weightage equivalent to half of the previous non-railway service rendered by such employees in the Defence and other Central Government Organizations, be allowed for reckoning their service for entitlement of post retirement complimentary passes (pursuant to the announcement made by the Hon’ble MR on the floor of the House during Rail Budget-2007). The orders dated 18/04/2007 were modified abruptly by the Railway Board vide letter dated 08/05/2008 (RBE No.65/2008), thereby restricting the entitlement of PRCP to these employees to one set of pass only.
NFIR took up the issue through PNM agenda under Item No. 06/2016, urging for restoration of RBE No. 61/2007. In the Action Taken Statement provided to the Federation during the PNM meeting, the Official Side stated that detailed position to the Federation will be furnished. It is however disappointing to note that no action has been taken by the Railway Board to withdraw RBE No. 65/2008 for facilitating implementation of RBE No. 61/2007.
NFIR, therefore, requests the Railway Board to kindly consider the points raised in the PNM agenda and issue amendment soon for restoring instructions dated 18/04/2007.
Yours faithfully,
Sd/-
(Dr. M. Raghavaiah)
General Secretary
