Sub: Engagement / Extension of contract of the officials under SBF Scheme on Honorarium basis

It has been observed that different Railways are taking different course of appointment of the officials on Honorarium basis and also adopting different practices for engaging such staff.
Renewal of such staff, on yearly basis, is based on their satisfactory Working Certificates issued by the Immediate Controlling Authorities, and they are continued for years together on the basis of their satisfactory working. Recently, the issue of Renewal of Homeopathic Doctors in NRCH has been brought to the notice of AIRF and is observed that Dr. Rajni Bakshi, working as Homeopathic Doctor on Honorarium basis in NRCH for more than 20 years with full satisfaction of the patients, MD / NRCH, DSBF / NRHQ and CSBF / NR as well. Recently, a Notification for engagement of Homeopathic Practitioner in NRCH was advertised and fresh selection was processed, to which CSBF / NR made objections and during the meeting of the CSBF / NR, it was unanimously decided by the CSBF Committee of NR to send a reference to the Railway Board to formulate a Common Policy. Reportedly it has also been recommended that, in case of satisfactory services of CSBF Staff, they should not be called for fresh selection on yearly basis.
AIRF is of considered opinion that, so far as Doctors of Homeopathic / Ayurvedic / Unani / Siddha / Ayush / Yoga are concerned, they should be allowed to continue till their services are found satisfactory by the Controlling Authorities. Moreover, in such cases the patients require prolonged treatments, and in case the diagnosis is changed with the change of treating Medical Practitioner, the ailment of the patients may take more periods.
You are, therefore, requested to kindly simplify the procedure of Recruitment / Extension of services of the Honorary Medical Practitioners engaged on Honorarium basis under SBF at all levels.
