Canteen Stores Department (CSD) Smart Card Eligibility and Rules

Generally, who are all eligible for availing CSD canteen facilities they can only apply for the smart card. Three Armed Forces Personnel and Officers, Ex-Servicemen and Civilian employees, and officers of OFB.

In accordance with Army Order AO 32/84, Ex-Servicemen and their families and Ex-defence personnel with a minimum of 5 years of service are entitled to CSD (I) Canteen facilities available in units/establishments. Cadets / Recruits boarded out on medical grounds are also entitled to avail CSD facilities.

Dependent Canteen Smart Card

As per the order issued on 4th May 2018 by the Integrated HQ of Ministry of Defence (Army), Canteen Services Directorate, due to exigencies of services, dependent canteen smart cards (grocery only) have been authorized to dependents of Armed Forces personnel (serving & retired) only. Feedback has been received from the environment wrt misuse of dependent canteen smart cards by few beneficiaries. Following issues are reiterated:-

(a) Dependent cards may be applied on a need basis only. Further, dependent canteen cards will not be used as identity cards. Dependent cards will only be used for gaining access to Unit Run Canteens.

(b) Following dependents of Armed Forces personnel (serving & retired) only are entitled to dependent canteen smart cards (grocery only):-

Parents of Armed Forces personnel (serving & retired) (only if dependent, as per official records).

Daughter:

Up to the age of 25 years or till getting married \ (whichever is earlier). Unmarried/ Widow/ divorcee daughters if the dependent is also entitled irrespective of age. The eligibility will be verified by the URC through official records.

Son:

Up to the age of 25 years or till getting employed (whichever is earlier). The eligibility will be verified by the URC through official records.

Only two dependent grocery cards are entitled to a beneficiary. The onus of furnishing authentic data lies with the primary grocery cardholder. URCs/ Local military authority (LMA) will carry out check wrt authenticity/ eligibility of dependent canteen smart cards.

Further, the entitlement of dependent grocery canteen smart cards to children below 10 years of age has been done away with, with immediate effect.

CSD Canteen Category Wise Items List

Canteen Stores Department (CSD) canteens provide both serving Armed Forces personnel and Ex-Servicemen a range of items grouped into seven groups, each dealing with a different product category, as follows:-

I – Toiletries
II – Household Requisites
III – General Use Items
IV – Wrist watches & Stationery
V – Liquor.
VI – Food & Medicinal Items.
VII (AFD) – 4 Wheelers, 2 Wheelers & White goods.

Against Firm Demand(AFD) Items

The indenter cannot cancel a demand for an AFD item once placed. These items are not stocked in Canteen Stores Depot but are specifically procured against firm demand received from the indenter. There are two categories of AFD items:-

AFD – I : deals with 4 wheelers, 2 wheelers, white goods viz. TV, Refrigerator, Washing machine, Microwave oven etc. The customer submits his/ her demand for AFD-I items, along with payment, to the Canteen Stores Depot and takes delivery from the authorized dealer after completing necessary documentation.
AFD – II : These include costly items like mattresses, sunglasses, vacuum cleaner, etc. for which the URC places firm demand on dependent CSD Depot. After getting such firm demands, the Depot places the order with the concerned manufacturer and issues them on receipt.

Officers (both serving and retired) can purchase a 4-wheeler once in four years as per current policy. They can purchase 2-wheelers and AFD-1 items such as TV, fridge and AC every three years

CSD AFD Online Shopping Portal

Recently, CSD has inaugurated an online portal for placing orders for AFD items directly through the Web, similar to a regular e-Commerce site. Veterans need to first register on the portal, providing their Canteen Smart Card details, before they can shop online at https://afd.csdindia.gov.in/
