Observance of 2-hour Dharna by insurance pensioners on 3rd November, 2020
AIIPA through its circular no. 16/2020 of 9.10.2020 has advised Insurance Pensioners, all over India, to observe 2-hour Dharna on 3.11.2020 to press for their demands of improvements in pensionary benefits.
We now send herewith the drafts of resolutions to be adopted in the Dharna. Copies of Resolutions after adopted, to be sent to Smt. Nirmala Sitaraman, F. M., G.O.I., New Delhi and to C. M. /LIC, CMD/GIPSA/PBSCGICs, with a forwarding letter.
P. A. s to ensure all safety measures are put in place, like wearing of masks by all participants, maintenance of social distancing, handwash etc.
Supply of snacks/tea/water during dharna may be avoided as far as possible.

Resolution on uniform payment of 30%Family pension and last drawn salary for pension computation
Pensioners of LIC/Public Sector General Insurance Companies, observing a Dharna, before the Divisional /Zonal/Regional Office/H.O.of LIC/UIIC/NIC/OIC/NIC, on November, 03, 2020, demand of the Government of India not to procrastinate any further, but to immediately accept the Recommendation of the LIC Board, on improvements in pensionary benefits.
Grant of Family Pension @ 30 % of salary and reckoning of Basic Pension on last drawn salary, for pension computation, if favourable, were approved by LIC Board and Recommendations therefor, sent to the Government an year back. But Issuance of Notification has not come forth.
It’s learnt that GIPSA has till now not chosen to send its recommendation and it seems it awaits a signal from the Government.
At the prevalent terms and conditions, Family Pensioners draw a meagre sum, not enough for a decent living and because of the delay in Government Notification, they have lost out the increased family pension benefit.
These Family Pensioners have been deprived of what had been enjoyed by Government/RBI Pensioners and Fair Play and Natural Justice demands that the demands are immediately conceded.
Certain Employees, since retired, who would have been benefited by changed criteria of last drawn salary for computation of basic pension,had it been put in vogue soon after the recommendation, are at a disadvantage.
This Dharna of LIC/PSGI Pensioner’s, urges upon the Government for immediate Notification conferring the benefits to all Insurance Pensioners.
These Pensioners also urges upon LIC/ GIPSA to actively follow up with the overnment and get Notifications issued immediately.

Resolution on Pension updation
The Pensioners of LIC / Public Sector general Insurance Companies, who are in Dharna before the Divisional / ZonalOffice of LIC/UIIC/NIC/OIC/NIC this day of November 03, 2020, demand of LIC/GIPSA to immediately take up with the Government of India, the issue of updation of pension for all pensioners and urges upon the Government of India to concede the demand without any delay.
Updation of Pension in LIC/PSGI, has been a long pending demand of AIIPA and its well orchestrated arguments have not been seriously considered by the authorities. LIC/GIC Pension Rules, 1995 and Pension Rules in Banking industry including in RBI broadly conform to Central Civil Pension Rules and in all these Pension Rules, there were no clauses relating to pension updation, at the time of introduction of pension, since this concept was not available even for Central Government Pensioners then.
Ever since there was pension updation, only through G. O. s by the Central Government and extension thereof to other sectors was sought for,the Government had been negating these, seeking to differentiate between ‘a funded scheme’ and “pay as you go” scheme.
However, the scenario changed, with the Government granting upward revision of pension, through multiplying factors, in R.B.I. under, ‘a Funded Scheme’, in March, 2019.
LIC/PSGI Pensioners in this Dharna, would like to point out that this perceived differentiation holds good ‘no longer’, even though AIIPA had all along been stressing the differentiation was immaterial for purpose of Pension updation.
Through this Dharna, Insurance Pensioners demand of LIC/ GIPSA to be more proactive to take up with the Government, the issue of pension updation and also demands of the Government to grant pension updation in LIC/PSGI, to maintain parity between RBI and LIC/Public Sector General Insurance Co.s.
